Description
-----------

* Takes in an ``operand``, as well as the index of the specified column ``colIndex``

  * ``operand`` is either:

    * an Eigen dense matrix

    * a Tpetra or Tpetra Block multivector

* Returns an expression object that represents the specified column from the ``operand``.
